Every video-based course runs on two kinds of infrastructure, whether or not anyone names them. Delivery gets the video made and moved: it captures the lecture, stores the file, transcodes it, streams it to every device and makes it searchable. Engagement decides what students do while the video plays, from answering questions to discussing ideas at the moment they appear, taking notes they return to, reviewing each other's work, and leaving behind evidence an instructor can act on. What is a video delivery layer?

The plumbing of course video: capture appliances and screen recorders, media management and permissions, player embeds, streaming infrastructure, captioning pipelines and in-video search. Panopto, Kaltura and Microsoft Stream are delivery layers, and so are YouTube and Vimeo when institutions lean on them for hosting. Delivery is judged on reliability, scale and findability, or how quickly a recorded lecture reaches every student on every device.

An engagement layer sits on top of the player and changes viewing from receiving to participating. Two routes. In Canvas, Moodle, Blackboard or Brightspace, an admin registers Annoto as an LTI 1.1 or 1.3 tool and the standard carries sign-on, rosters and grade passback. On a portal, a training site or a homegrown platform, you add one script tag and a client ID, and the JavaScript SDK attaches the layer to your player, with a REST API and webhooks for reporting and automation.

In what order should we roll Annoto out alongside Panopto?

Sequence the two layers instead of running a joint migration. Panopto stays exactly as it is, so the first step is the LTI 1.3 registration, or the script tag and client ID on a portal, which an admin can complete without touching the media library. From there most teams pilot on a handful of courses that already lean on recorded video, add in-video quizzes and timeline discussion to those first, and confirm grade passback on one live assignment before widening. Because nothing is re-uploaded and nothing is re-encoded, extending the layer to the rest of the catalogue is a permissions decision rather than a project.

What changes for instructors, and what changes for the media team?

For the media team, very little. Capture appliances, storage, permissions, captioning and streaming stay in Panopto, and Annoto introduces no second encoding pipeline to support or monitor. Instructors keep recording the way they always have; what is new is the layer they author on top of the recording, such as a question placed at the moment a concept appears, drafted with Lumo AI and edited before it goes live, a discussion prompt anchored to the timeline, or a video assignment marked with peer review. How do Panopto viewing data and Annoto analytics fit together?

They answer different questions and are strongest read side by side. Panopto reports what was watched, by whom and for how long, which is the right instrument for a delivery layer: reach, retention across a recording, and where a video is reused across a programme. Annoto reports what happened during the watching, including which learners answered correctly, where comprehension dipped across a cohort, who contributed to a thread and who stayed silent. Delivery data shows a drop-off at a timestamp; per-learner attention and comprehension analytics show the concept that lost the room, and leave an exportable record an instructor can act on that week.

We are already standardised on Panopto, so what should we evaluate?

Four questions usually settle it. Does the tool run on the existing library in place, or does it ask for a migration nobody budgeted for? Does it carry sign-on, rosters and grade passback over LTI 1.3, so it does not become another system to administer by hand? Does it produce the evidence your programmes need, meaning participation and comprehension per learner rather than view counts? And is it bound to one host, or will it survive a change of video platform?
